LGPOA Board Business Meeting Minutes 1/15/22

CALL TO ORDER
President Richard Leydon called the meeting to order at 11:05 am at Placida Beach field.

PRESENT
Board members present were Richard Leydon, Joe Bokar, Barb Dwyer, and Laurie Tremblay and
Roy Petteway. Rhonda Olson conferenced in by phone.

APPROVAL OF MINUTES
Miinutes of the December 2, 2021 meeting were previously approved via email.

TREASURER’S REPORT
Interim Treasurer Richard Leydon reported that the bank account currently has a balance of
$22,300.

COMMITTEE UPDATES

MEMBERSHIP
Dawn Bokar reported membership to date stands at 213.

OLD BUSINESS

SEWER PROJECT
Richard Leydon shared that Jack Boyer is open to questions regarding the project. The LGPOA is
following the process, as we are part of the litigation. Moving forward, there are 14 items the
PSC are focusing on. Barb Dwyer spoke about the PSC hearing, saying there will be time for
customer comments on Tuesday, February 8 and Wednesday, February 9 in Venice. Final
certification is in April. A letter is expected from EU with information about the February
hearings and a reduction in the cost of water.

ROAD REPAIR
Richard Leydon said Andy Dixon’s truck is moving again and that hot spots in the road would be
repaired first. The LGPOA and Fire Department have provided money for these road repairs.
Easements and private property liability issues make this process difficult. We continue to work
through these issues to complete more upgrades and repairs.

FIRE BOARD
Fire Chief Bill Underhill asked that people stay away from the helipad landing area at Placida
Beach Condos and keep the road clear when there is rescue activity. Brush burning requests
have been frequent and bans may be lifted in a month or so and that burning palms was
particularly dangerous. Chief Underhill reminded everyone that fireworks and beach fires are
not permitted on the island.

SHERIFFS REPORT
Sheriff Bill Prummel reported that New Year’s Eve was quiet on the island and no issues
occurred. Spring breaks in Charlotte County are in March and any issues should be called into
911 or the non-emergency line, and that a dock number and street address should be provided
to dispatch.

NAVIGATION
Richard Leydon reported that a call has been made to the county to replace the missing green
channel marker #8 and realign the red marker #2 as it is a hazard for boaters in all directions.

ANNUAL MEMBERS MEETING
A motion was made by Joe Bokar to hold the annual members meeting on Saturday, April 23,
2022, at 11:00 am and was seconded by Roy Petteway. The meeting will be held at the Placida
Beach Condos field.

NEW BUSINESS

BOARD MEMBER- DISTRICT 7
Richard Leydon made a motion to appoint Pede Fraser to a vacant board of directors position as
an at-large representative for District 7. Roy Petteway seconded the motion.

NON-AGENDA BUSINESS
A member opened the discussion of directors needing to own property on the island. Another
member asked Rhonda Olson if they were willing to resign to alleviate this concern. She was
not. A motion was made by Roy Petteway to remove Rhonda Olson and replace the director
with Marie Rockwood. The motion was seconded by Joe Bokar. A vote of the board was taken
and the motion passed by a simple majority, but was not unanimous.

Joe Bokar made a motion to adjourn the meeting and seconded by Barb Dwyer at 11:49 a.m.
